1. REQUEST TO WAIVE THE FORMAL BIDDING PROCESS AND AUTHORIZE RENEWAL OF AGREEMENT WITH HEGIRA HEALTH, INC.: Division of Police, re: to renew the agreement to continue providing law enforcement/mental health co-response services to the residents of Livonia. (Approving)

2. REQUEST FOR AUTHORIZATION TO PURCHASE FIVE (5) POWER PRO TWO AMBULANCE STRETCHERS: Livonia Fire & Rescue, re: to be placed in frontline vehicles and improve worker and patient safety, from budgeted funds. (Approving)

3. REQUEST FOR AUTHORIZATION TO WAIVE THE SEALED BID PROCESS AND PURCHASE FROM SOLE SOURCE WITH COOPERATIVE PURCHASING CONSORTIUM CONTRACT: Livonia Fire Department, re: for purchase of two (2) Zoll Cardiac Monitor/Defibrillators to replace outdated or decertified equipment, from budgeted funds. (Approving)

4. REQUEST FOR AUTHORIZATION TO WAIVE THE SEALED BID PROCESS AND PURCHASE FROM SOLE SOURCE PROVIDER: Department of Parks and Recreation, re: for insecticide, fungicide, pesticide, herbicide and fertilizer needed for the 2026 golf season to maintain Fox Creek, Whispering Willows and Idyl Wyld golf courses from budgeted funds. (Approving)

5. AWARD OF BID: Public Works Division, re: for water main repair clamps for the City's 2026 and 2027 calendar years, from budgeted funds. (Approving)

6. REQUEST TO EXTEND CONTRACT: Department of Public Works, re: for the 2026 Municipal Park Mowing Program, which involves approximately 136 acres of parks, cemetery and fire station property, from budgeted funds. (Approving)

7. REQUEST TO APPROVE CONTRACT WITH ETNA SUPPLY COMPANY, THE SOLE SOURCE PROVIDER OF SENSUS METERS IN MICHIGAN: Public Works Division, re: for water meters and supplies in an amount not to exceed $1,500,000.00; from budgeted funds. (Approving)

8. REQUEST FOR AUTHORIZATION TO PURCHASE JACK UNIT REPLACEMENT THROUGH HOUSTON GALVESTON AREA COUNCIL (HGAC-BUY) COOPERATIVE PURCHASING CONSORTIUM: Department of Public Works, re: to replace Front Hoist #9 leaking jack unit, from budgeted funds. (Approving)

9. REQUEST TO AMEND THE QBS ENGINEERING CONTRACT WITH OHM ADVISORS FOR CONSTRUCTION ENGINEERING (CE) SERVICES FOR THE 2025 TRAFFIC SIGNAL MODERNIZATION PROJECTS: Engineering Division, re: at the intersections of Levan Road at Five Mile Road along with Lyndon Avenue at Newburgh Road, in the amount of $133,413.00, from budgeted funds. 10. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinances, as amended: Department of Law, re: to amend the district boundaries of the downtown district of the Plymouth Road Development Authority pursuant to Act 57 of the Public Acts of Michigan of 2018.

       First Reading given by Councilmember Rob Donovic on December 3, 2025.

11. ROLL CALL: Proposed Amendment to the Livonia Code of Ordinances, as amended: Department of Law, re: to amend the Development Plan and termination and adoption of a new Tax Increment Finance Plan pursuant to Act 57 of the Public Acts of Michigan of 2018.

       First Reading given by Councilmember Rob Donovic on December 3, 2025.

12. DETERMINATION OF THE LOCAL OFFICERS COMPENSATION COMMISSION: Office of the City Clerk, re: the salaries of elected officials for the calendar years 2026 and 2027, in accordance with Section 2.48.030 of Chapter 2.48 of the Livonia Code of Ordinances as amended.

13. REQUEST TO AUTHORIZE ADDITIONAL EXPENDITURE: Engineering Division, re: for the 2025 Concrete Road Program (Contract 25-C), from budgeted funds. (CR 65-25)

14. REQUEST TO APPROVE OR DENY SETTLEMENT: Department of Law, re: Belmond Properties, LLC v City of Livonia; U.S. District Court Case No. 2:25-cv-11720.
