1. REQUEST TO WAIVE THE CITY’S NOISE ORDINANCE: Rev. Dr. Rodrigue Constantin, Saint Rafka Maronite Catholic Church, in order to hold a cultural festival with music played by a DJ and live bands at Saint Rafka Maronite Catholic Church located at 32765 Lyndon Street on Friday, August 7, 2026, from 5:00 p.m. to 12:00 a.m., Saturday, August 8, 2025, from 1:00 p.m. to 12:00 a.m. and Sunday, August 9, 2025, from 1:00 p.m. to 9:00 p.m.

2. WAIVER PETITION: Petition 2024-02-02-03, submitted by Stonefield Engineering & Design on behalf of Haggerty Six Partners, LLC, seeking approval of all plans in connection with Buildings F and I, pursuant to Council Resolution #135-24, which previously approved a waiver use at the Shoppes at College Park as part of a Planned General Development, located on the north side of Six Mile Road between Haggerty Road and Fox Drive in the Southwest ¼ of Section 7.

3. WAIVER PETITION: Petition 2025-12-02-22, submitted by LAG Development, requesting waiver use approval to remove the existing house and garage at 11315 Stark Road to provide additional parking in connection with the existing automotive dealership operation at 34501 Plymouth Road, located on the west side of Stark Road between Plymouth Road and Pinetree Road in the Northwest ¼ of Section 33.

4. WAIVER PETITION: Petition 2025-12-02-23, submitted by OSI/Fleming’s, LLC, requesting waiver use approval to utilize an S.D.M. liquor license (allows a licensed business to sell beer, wine, and mixed spirit drink products in the original package for consumption off the premises) in connection with the existing restaurant operation (Fleming’s Prime Steakhouse & Wine Bar) at 17400 Haggerty Road, located on the north side of College Parkway between Fox Drive and Haggerty Road in the Southwest ¼ of Section 7.

5. SITE PLAN PETITION: Petition 2025-12-08-09, submitted by Schoolcraft Lodge Inc., requesting site plan approval to construct a four-story hotel at 31501 Schoolcraft Road, located on the south side of Schoolcraft Road between Merriman Road and Hubbard Avenue in the Northeast ¼ of Section 27.

6. REQUEST TO APPROVE CITY OF LIVONIA EARLY VOTING PLAN: as adopted by the Election Commission, to establish the location, days, and hours of operation for Livonia's Early Voting Site as required by Public Act 81 of 2023, to be filed with the Wayne County Clerk. (CR 323-23)

7. REQUEST TO AUTHORIZE EXPENDITURE TO SOLE SOURCE PROVIDER: to enable payment to NeoGov for Talent Acquisition, from budgeted funds.

8. REQUEST TO APPROVE CITY OF LIVONIA AFSCME UNION LOCAL 1917 CONTRACT AGREEMENT: for the period of December 1, 2025, through November 30, 2028.

Department of Parks and Recreation

9. REQUEST TO AUTHORIZE APPROPRIATION AND EXPENDITURE: for the emergency repair of air handler unit 2 at the Jack E. Kirksey Recreation Center, from budgeted funds.

10. REQUEST TO APPROVE SPONSORSHIP FOR LIVONIA JUNIOR ATHLETIC LEAGUE: to offset officials' costs, from budgeted funds.

11. AWARD OF BID: for installation of carpet tiles and carpet at the Alexander Blue House at Greenmead Historical Park, from budgeted funds.

Department of Public Works

12. REQUEST TO APPROVE ALLIANCE OF ROUGE COMMUNITIES (ARC) ANNUAL ASSESSMENT FOR 2026: to fund the services for the communities provided by the ARC, from budgeted funds.

13. AWARD OF CONTRACT: for generator preventative maintenance for a period of two years, from budgeted funds.

14. REQUEST TO WAIVE THE FORMAL BIDDING PROCESS AND AUTHORIZE PURCHASE OF CLOUD-BASED SOFTWARE FROM SOLE SOURCE PROVIDER: to be used for sewer inspections, from budgeted funds.

15. REQUEST TO AMEND THE ENGINEERING CONTRACT THROUGH QUALIFICATION BASED SELECTION (QBS) WITH HUBBELL, ROTH & CLARK, INC. (HRC): for design engineering services for the 2027 Amrhein Road Reconstruction (Newburgh Road to Richfield Court), in the amount of $110,000.00, from budgeted funds.

16. AWARD OF CONTRACT: for the 2026 Concrete Road Program (Contract 26-C), from budgeted funds.

17. REQUEST TO AMEND THE CONTRACT WITH ANDERSON, ECKSTEIN & WESTRICK, INC.: for construction engineering services for the 2026 Concrete Road Program (Contract 26-C), from budgeted funds. (CR 336-21)
